Recovering Wipy

I have two wipy 1.3 boards using the CC3200 for which I cannot access via wifi. On power on the LED flashes rapidly. On reset using pin 28 pull up the flash rate remains rapid and does not seem to resort to factory reset. No wifi signal is emitted from these boards. ( as seen with Android wifi analyser) One of them had be previously set to 192.168.1.15 and was working.
Is there a way to re-flash them via a serial port with an updated os ?
