I've got a prototype built and it does not do much when power is applied. Is that normal for a chip from the factory?
No oscillation on HSE crystal since not in a mode to do that yet? Is the USB port the first thing to see anything on
as it runs for first time on internal oscillator? If so, what baud rate to try for first communication when putting in DFU mode?

IIRC, a factory fresh chip will go into DFU mode, which uses the internal oscillator. DFU mode runs on the USB.

Document AN2606 has the details of which ports are supported for bootloading.
