RTC and Machine Frequency

I am curious, is the RTC clock affected when you change the machine frequency ??
Say for example that I run it permanently at 2x normal speed, with the RTC also run at twice speed ?
And the RTC seems to be extremely inaccurate, I set a timeout of 1 hour and it was out by at least 4 minutes, can it really be so inaccurate ?
