If if works with 1000bps, but not with 10000, then you have a hardware problem. It looks like the pull-up resistors are missing, or a bad board. I had a board once where instead of pull-up resistors capacitors were soldered. That board also required to lower the baud rate to 1000. Can you provide a picture of that board?
